Hospice général is a Geneva-based social institution, supplier of various benefits such as social aid, help for asylum seekers, social education and information. The institution is in charge of putting into practice the state’s social policy. It is therefore vital for such a public institution to be able to compile and present to the authorities a detailed and precise budget in order to efficiently manage annual subsidy requests necessary to fulfill its missions.

Budgeting Processes using Business Objects Applications

Social aid is a constantly evolving domain and therefore difficult to plan in a reliable way. It is very important to be able to anticipate needs for social coverage according to the population evolution.

This is why hospice général called upon the consultants at Stampa & Partners to implement the Business Objects tools in order to precisely foresee the means to be put into use for facing the social situation evolution. Hospice général reversed the observed trend by reducing the time needed for data collection and dedicate it to data analysis.

Thanks to the 100% Excel environment, new and more elaborated budgets could be developed and created starting from existing processes, which allowed time savings in keeping known formats and avoiding end-user disorientation. No particular programming knowledge was needed; therefore hospice général employees could work closely with Stampa & Partners consultants and maximized the transfer of know-how during the whole project.

The centralized 'Global Assumptions' module allows various scenario simulations in order to predict repercussions. These assumptions are completely dynamic andscenario changes can be carried out during the budgeting exercise.This allows the various players to see the impact on their own data in real time during data entry. Reactivity has been increased from the very beginningof the budgeting process.

The great flexibility of the application offers the possibility to submit various parallel budget versions to the management who simply selects the version tobe approved. When considering security, the application allows tracking budget stages, responsible persons for each stage and related access rights. Security parameters are present everywhere in the application. It is possible therefore to include confidential data within calculation tables without worrying that all users would access it.

Keeping aside social benefits (70%), personnel costs represent the second largest expense category of the institution (25%). A special effort has been put into developing data entry grids specific to human resources and enhancing payroll cost simulations.

Human resources management is dynamic. The payroll grid included in the application allows to calculate the global payroll costs measured on the number of people together with their profile. Social contributions are automatically calculated as per centralized indicatorswithin the global assumptions.

Hospice général also manages more than one hundred real estate properties. The investment concept has been integrated to the budgeting process and the validation of those investments by the budget responsible allows real time analysis of their impact on current budgets. Furthermore, amortizations of the approved investments are calculated automatically.

Actual data is integrated in the budgeting process to facilitate budget data entry onone side, and to allow comparative analysis using the integrated reports generatoron the other side. The powerful reports generator and its intuitive wizard allowsthe management to create dynamic reports in an Excel environment and to embedadvanced drill-down functionalities. Those analysis functions do not require anypre-parameterization and are systematically available in all reports.It is also possible to build pivot reports closely linked to the database.
